A 53-year-old Nigerian, identified as Nwadiukwu Ikenna, has been arrested by the Tokyo Metropolitan Police over alleged touting activities in Kabukicho, one of Japan’s busiest entertainment and nightlife districts.
According to Japanese authorities, Ikenna was arrested after he allegedly approached a passer-by in the early hours of Thursday, July 9, and grabbed the person’s left hand while attempting to lure the individual into an eating establishment.
Police alleged that he repeatedly urged the passer-by to follow him, saying, “Why don’t you?” and “Don’t be scared. I love you.”
During questioning, investigators said Ikenna admitted to the allegation, stating that he received a commission from customers he referred to the establishment.
According to police, “he received a share of money from customers he referred to an eating establishment.”
The arrest comes amid growing concerns over aggressive touting activities in Kabukicho, a popular destination for tourists and nightlife seekers in Tokyo.
Police records show that authorities received 91 complaints in the first half of 2026 from people who alleged they were taken to entertainment venues by touts and later forced to pay excessive bills. The figure has already surpassed the 77 complaints recorded throughout 2025.
Authorities said many of the victims were foreign tourists, with total reported financial losses estimated at about 100 million yen.
In one of the reported cases, an Australian tourist allegedly lost approximately four million yen after being taken to one of the establishments.
